Meanwhile, some opportunities from earlier pieces of legislation, such as the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) which created dozens of grant, loan and financing programs for renewable energies, are still available. These opportunities were sourced across agencies and collected in a central location to ensure you find the relevant grant, loan, or financing program that fits your organization’s energy goals. The Energy Efficiency and Conservation Loan Program (EECLP) provides loans to finance energy efficiency and conservation projects for commercial, industrial, and residential consumers. With the EECLP, eligible utilities, including existing Rural Utilities Service borrowers can borrow money tied to Treasury rates of interest and re-lend the money to develop new and diverse energy service products within their service territories. For instance, borrowers could set up on-bill financing programs whereby customers in their service territories implement energy efficiency measures behind the meter and repay the loan to the distribution utility through their electric bills.

Nearly every rural electric cooperative utility nationwide has some form of energy efficiency program as part of its strategy to manage power costs, meet consumer demand and increase environmental regulatory compliance. The Energy Resource Conservation (ERC) Program enables current Rural Utilities Service (RUS) borrowers to make funds available to their consumers for energy conservation and renewable energy projects by deferring payment of principal and interest.

Qualifying Smart Grid investments including for installation, that allow buildings to engage in demand flexibility or Smart Grid functions.

The Rural Energy Savings Program (RESP) provides loans to rural utilities and other companies who provide energy efficiency loans to qualified consumers to implement durable cost-effective energy efficiency measures. Eligible purposes under RESP include energy efficiency, renewable energy, energy storage or energy conservation measures and related services, improvements, financing, or relending. Applications for this program will be accepted on a first come first serve basis until the depletion of available funding.

This NOFO seeks to address the lack of sufficient private investment that is available to successfully commercialize research and development (R&D) and research, development, and demonstration (RD&D) activities and bring innovative solar photovoltaic (PV) technology to market. Prime recipients of awards funded through this NOFO will be for-profit entities, with institutions of higher education, for-profit entities, nonprofit entities, state and local governmental entities, and federally recognized Indian Tribes as eligible subrecipients to provide technical expertise, technology know-how, and technical validation capabilities.

In Spring 2025, ENERGYWERX, a Partnership Intermediary for the U.S. Department of Energy (DOE), will be launching the Interconnection Innovation e-Xchange (i2X) Program’s Distributed Energy Resources Interconnection Solutions Collaboratives (DERISC) Opportunity. This $8 million DERISC Opportunity will fund up to eight local, state, or regional collaboratives to facilitate interconnection process improvements which align with stakeholders needs, using any of the 39 solutions identified in the DOE's Distributed Energy Resource (DER) Interconnection Roadmap. This DERISC Opportunity will leverage collaboratives (possible stakeholders include utilities, DER developers, state and local agencies, researchers, and public interest groups) to foster and support local, state, and regional interconnection stakeholder collaboratives to streamline interconnection processes using practical solutions. In Spring 2025, ENERGYWERX, a Partnership Intermediary for the U.S. Department of Energy (DOE), will be launching the Interconnection Innovation e-Xchange (i2X) Accelerating Transmission System Interconnection Strategies (ATSIS) Vouchers Program. ATSIS will include two rounds of solicitation and will facilitate matchmaking between transmission owners or Providers (Voucher Recipients) and U.S.-based organizations with specialized expertise in these advanced capabilities (Voucher Providers). Voucher Recipients seeking to enhance their interconnection services with Grid-Enhancing Technologies (GETs) and Inverter-Based Resources (IBRs), as well as training in electromagnetic transient (EMT) modeling, will receive technical support or training from matched Voucher Providers. The value of each voucher will depend on the service, with the estimated value of support services per Recipient ranging from $50,000 to $250,000.

This request for information (RFI) outlines the information DOE AMMTO is seeking from the public to inform the development of its Power Electronics Strategic Framework. Responses to this RFI will be used as input to update the draft framework. Both the RFI responses and the draft framework will be used by DOE to help shape key decisions concerning the future of the AMMTO Power Electronics program and its impact. AMMTO is specifically interested in feedback on the initial version of the power electronics strategic framework that accompanies this RFI.
